A sampling plan is a detailed outline of which measurements will be taken at what times, on which material, in what manner, and by whom. Sampling plan decisions determine the validity and relevance of results. Choosing the right plan can ensure results are as meaningful as possible. On the other hand, a weak sampling plan can make results essentially meaningless.
